Anti Burglary Campaign – A Report

After a recent spate of violent burglaries, the Asian community started a signature campaign in Leeds and the neighbouring areas by writing a letter addressed to Fabian Hamilton, the MP Leeds North East. The campaign intended to capture the stories of the community along with the impact to their daily day-to-day life.

The signature campaign aimed to highlight the irony that hard working men and women are currently living in fear of violent burglaries in their own homes while the thieves and robbers thrive and attack people in their own homes. The campaign also captured people’s views around the impact to their day to day lives because of the violent crimes. The topmost element of the impact was the Emotional factor, i.e. fear, worry, etc; second most concern was safety of their family and then was related to the valuables e.g. car, jewellery, etc. This indicated that the people are living in fear of violent burglaries and are concerned about the well-being of their family members. As a follow up to the letter, a meeting was set up with an esteemed panel including political and high-ranking police officials to discuss the community problem in an open forum.

The meeting was held on 18th May 2018 in St. Chad Parish hall and was attended by more than 150 people of the community. The comprehensive panel included, Fabian Hamilton – MP Leeds North East (Labour Party), Mark Burns-Williamson – the Police and Crime Commissioner for West Yorkshire, Simon Jessup – Detective Chief Inspector Head of Reactive CID, Leeds District Senior Leadership Team, Richard Horn – Inspector Neighbourhood Police Team, North East and Cllr Peter Harrand – Councillor Alwoodley Ward (Conservative Party).

Bhavin Shukla (Community leader) introduced the panel members to the attendees. Bhavin Shukla then provided the statistics on crime which had worried the community by quoting the BBC Panorama programme that was aired on 16th May 2018 on BBC1.

The statistics highlighted in Panorama, Police Under Pressure, matched the report titled “The Crime Map of Britain” published on 22nd June 2017 by the Sun newspaper. In September 2017 BBC reported a rising trend in burglaries in South Asian homes for gold. They reported figures as high as 2 burglaries in Indian homes per week in Milton Keynes. London Metropolitan Police estimated 50 million pound worth of jewellery stolen form South Asia homes in London in the last financial year. Some of the statistics discussed alluded in Panorama were shocking e.g. recorded crime at national level has increased by 21% from 2014 to 2017, whereas 11% fewer criminals have been charged for conviction in the same period. The number of violent crimes have also increased in past 3 years e.g. 41% increase in number of rape cases and 15% increase in homicide cases at national level. It was also discussed that West Yorkshire has one of the largest police forces and also has one of the highest crime rates.

During the meeting one of the victims, a 70 year old lady based in Woodlea area of Leeds, narrated her shocking story of how her house was burgled and she was held captive with a screwdriver pointed at her neck. This first hand account of a violent burglary caused visible signs of distress within the attendees and the speakers. At this point after the attendees has absorbed the seriousness of the topic and empathized with the victim, the forum was then made open for discussion with the representatives from police force given the first opportunity to talk, followed by the elected representatives.

Whilst Mark Burns-Williamson, Police and Crime Commissioner for West Yorkshire acknowledged the increase in the overall crime rate at a national and local level, and the very real perceptions of the victims affected and the wider community, he added that he did not feel that there was a disproportionate increase in break-ins into British – Asian households according to the recorded figures. He continued that there were recent priorities and budget set aside to fund more police constables, which should help to bring the situation under control. Mark said, that the Chief Constable – Ms Dee Collins, directly reports to him and he assured that the matter will be discussed with her after the meeting. Mark also mentioned that there is funding available for the community to bid into and his office are there to assist if the community chooses to apply for a grant.

Chief Inspector Simon Jessup mentioned that he personally went through the statistics and as per his view there was no pattern to support that the British Asian families were systematically targeted. He also mentioned that in fact the crime rate has decreased from 10,000 previous year to 7,800. The figures quoted by Simon were in complete contrast with the numbers reported by BBC in the Panorama, which indicated 25% increase in domestic burglary in the last 3 years in West Yorkshire region. Simon’s view was that more incidents were being reported and this falsely puts up the statistics (for example break-ins into sheds are also being counted which are supposedly increasing the numbers). He highlighted preventative measures like role of community reporting suspicious people, neighbourhood watch, securing houses, etc. He reassured the community that with the new introduction of Automatic Number Plate Recognition (ANPR), robbers could be apprehended before or after crimes are committed.

Richard Horn, Inspector Neighbourhood Police Team North East, recognized the problem and encouraged the community to get to know the Neighbourhood police team (NPT). He concentrated on preventative measures including avoiding usage of social media for posting photographs that displayed jewellery and attracting the attention of thieves. He also highlighted how the community needed to engage with the PCSO in reporting crimes as soon as possible, so that criminals could be traced quickly.

Before Fabian Hamilton started his response, he was made aware of the statistics by the chair e.g. at any point there were estimated 250-320 criminals on the run in West Yorkshire, more than 50 gangs are operative in the region, failure of police to respond to more than 20% of the actual emergency within the stipulated time due to resource limitations, etc and the question was asked, whether the public fear about increase in violent burglary is a perception or a reality.

Fabian Hamilton in his address balanced his views by stating that violent crime targeted at Asian homes is both a perception and a reality. He said that he sympathized with the community and asserted that it is not right for anyone to live in fear. He reassured the community and offered his help ensuring that he will respond to everyone that has written to him and belongs to his electoral ward. He reiterated the need of increase in funding to support police force and highlighted the point earlier raised by Mark in relation to the increase in Council Tax. He suggested the community on how more support can be provided by the authority e.g. taking up the cases with the police directly and setting up an Advisory Surgery, involving district burglary team, applying for the grant, etc. He also agreed and emphasized on key performance indicators to be given to understand improvement of the situation and linking it to increase in funds e.g. increase in council tax.

Councillor Peter Harrand, in his response, mentioned that in the last 20 years he had not heard about robberies in Asian houses being an issue and encouraged the community to bring this forward and “make a noise” to ensure that the concerns are appropriately addressed. He also enlightened the community about police clinics set up on the first Monday of the month in TreeTops Community Centre on Shadwell Lane and urged people of the community to meet up and get to know the local PCSO’s.

More than 150 people from the community attended the event.

Finally, the forum was set open for the community to ask questions to the panel, where pertinent questions were raised e.g. Who should be living in fear, the victims or the criminals and why the laws seem to be protecting the perpetrators? There was a consensus among the attendees that more force should be used to protect the people. There were questions in relation to the austerity measures, mostly seeking answers around the long term political strategy and why were these accepted in first place. Questions were asked for the lack of responsibility and accountability in relation to the increase in crime and victims, and why a model like NHS cannot be used where patient safety is at the heart of the operational procedure. The absence of performance measures and information available in the public domain around how the tax payer’s money is used to protect them for better living, was also raised in the forum.

There was an acceptance of the fact from the panelists that one burglary is one too many and that the police officers will take measures to ensure community safety e.g. increased patrolling, provision of community support officers, automatic number plate recognition, monitoring of known gangs. Cynics would argue that thefts, robberies and burglaries would not attract attention in comparison to other violent crimes like rape or murder. However, the risk to vulnerable children and elderly in their family homes, invasion of privacy and psychological impact cannot be underestimated. Law abiding citizens deserve protection in a society which asks for a significant contribution of their hard-earned income towards national insurance, council tax, personal and home insurance, safety deposit lockers, CCTV’s and police approved locks etc in the house. These measures promote locking ourselves in our homes to protect ourselves rather than expect a reasonable level of security, which is a deterrent to the burglary menace. Low success rates of 16% is unacceptable in any other field, and whilst we can sympathize with the financial pressures the police force is working, it is important to recognize and address the magnitude of the problem. Administrative measures are required from authorities that are goal directed, transparent and delivered within set time frames.

BBC look north covered the event. Police and Crime Commissioner did not think there was any evidence to indicate that there is an increase over the expected in burglaries in Asian households and the community were left void in relation to the safety issue. Poorly thought out, money saving and cost-effective policing can never be the best answer for austerity and has the potential to shatter public confidence. Dr Shashi Yelluri mentioned,” Burglars are prepared to intimidate and use violence & aggression to get what they want.  They obviously have no fear of being caught or apprehended.” In general, there was a feeling that the community would like to work to increase awareness and tackle this important issue before it further gets out of control. Dr Gayatri Rao said,” Our first meeting provided the much-needed interface with authorities and we look forward to better dialogue with the police in monitoring and reporting of crime so that we can understand the magnitude of the problem”; One of the attendees, Paresh Bhurke observed, “the session was very helpful and gave us insights on how policing works in terms of these cases. It is too early to say that the things would be sorted very soon but it is important to keep meeting often”. Mr Kishore Dabhi said as an observation, “Mr. Fabian Hamilton MP was reassuring with the promises of support for the community of Leeds with further support in helping to deal with any future incidents of robbery, by taking up incidents with the police directly”, however he had a mixed response and noted that more needs to be done, “I am not left with a feeling of safety after the meeting. Let us give officers and government an opportunity to prove their willingness to help our community to regain the feeling of safety once again.”

Whether it is real or perceived, the community hopes that better communications and active contacts will be made so that the feeling of safety is once again regained. The community is upbeat to raise the issue until it is resolved by rearranging meetings at regular intervals.

    This article highlights the magnitude of problem in our community really well. The figures are quite informative but also shocking at the same time. I agree that whilst the police need to invest more in increasing staff for patrolling etc., we at the community level need to improve our homes with regards to safety. Cost effective measures like neighbourhood watch must be promoted. Regular meetings will also help engage the community. These will not only provide support to the victims but also highlight the importance of basic safety measures.

    As one of the attendees of the above event I can comprehensively state that this is a matter which the community take very seriously, which was shown by a large turnout within the Indian community, the threat of violent attacks, even perceived threats are not what any member of any community should have to tolerate, fear is imaginary but danger is real, when the danger becomes a reality thats when frar levels rise. As a community we need to be aware of what is happening around us and stay vigilant, i hooe the panrl keep thrir promise to actually hrlp go forward with positive initiative steps and look forward to the next meeting where we will all have a chance to gauge the progress.     This is a genuine concern for all of us. Unfortunately, houses are targeted assuming that there would a lot of gold at home. Most Asian people who do have considerable amount of gold jewellery do keep it safe in bank lockers. But the threat of burglary remains and the physical and emotional stress is significant. Time for change, to introduce policies to reduce this kind of crime. A very positive move would be to introduce legislation where identity of people selling cash for gold is checked. This single move reduced the incidence of similar crime in Ireland significantly!

    No doubt a growing concern for all involved. These incidents have an emotional and personal experience for anyone who had been a victim. It makes us feel personally violated.
    Its high time the government should take solid steps to stop this .
    A very positive initiative been taken here by Bhavin and those involved, to spread awareness and potray the true picture of our community. We should stick together no matter what.

    Great work Bhavin and team! I have attended this meeting and fully agree with all stated im the report. The most surprising response from Fabian was when govt does not grant the funding agreed with crime commissioner which lefts no other option but to reduce police force to cut the cost. The other alternative to solve the problem is not just increase funding but some of the legislation meeds re-review in light of recent burglary and crime in this country. If this continues at this rate then time will come when we don’t want to vote for conservative party in centre because thet are unable to solve the problem at root level. Happt to help in any case!

    Thank you for devoting your time and energy in raising this issue. You have done a commendable job of arranging a meeting of Indian community with politicians and law enforcers. I hope that this effort bear fruits. I find it difficult to believe that it is only the perception of Indian community that they are targeted (as per one of the pants member). I have only heard of burglaries and mugging but not heard of anyone been caught and tried for the crime.
    We have to be vigilant and protect ourselves but at the same time put pressures on the authorities to make the community safe.

      We as community are very peace loving people and hence we hardly raise issues to the authorities. Instead of this being our strength, is probably worked as a drawback. Unfortunately, not making enough noise on this issue has led the authorities to this perception, which indeed is far from reality.

    Couldn’t attend the meeting, so this is nice summary of it all. Seems on the face of it, the best way out for the police is to deny the problem. I wonder what their research methodology is to arrive at the conclusion about lacking evidence. Have they gathered data properly, what have they had to compare it with, is their statistical analysis sound? In any case, I would like to believe effective policing should not only a safe community it is also to promote trust and provide a perceptible safe environment to live in the area. Surely with record levels of tax pouring into the treasury the payor deserves better protection, if not at least better perception of safety. I wonder if this remains a paper exercise for the panelists or wether they will act on something concrete. A simpler idea would be to stop denying the problem and use a targeted multifaceted strategy to tackle the issue if only they had good quality research associates though!

    Living in fear is like a loosing the sense of freedom. In this day and age with all the advanced gadgets to control/prevent the crime looks almost useless.
    Bhavin has rightly summed up the issues which the British asian families are currently concerned with. This is the first positive step taken forward for countering such issues to which we are drooling in eager anticipation for conditions getting better.

    I don’t understand how the police and other panel members are ignorant of this issue and some are intact in denial…..
    A quick Google search will enlighten anyone on the scale of the problem.

    It’s a shame that police ignores or underestimates the seriousness and impact of burglary. There is always a constant fear that the burglar may attack the household residents and cause bodily harm to anyone including children and elderly members. It is a serious crime and must be dealt with firmly. Even if they manage to catch a few thieves / burglars and punish them then there would be a sense of fear among them and the statistics will change towards better.

      This is the performance measure we discussed in the meeting. The police force need to prove by putting criminals in the prison. As of now, it is the other way and the victims are locked inside their own house, which is not acceptable.

    Bhavin, you are tackling a very important issue which many Asian communities are facing, especially in LS17 area. I personally know a few families who have been victims to such shocking incidents and it’s time to put our pedal on the gas and keep reminding the local police and MP’s about the fear people are living in. The community needs law abiding citizens and at the same time such heinous incidents should not go unpunished, as it only portrays the failures and loop holes in the law. The victims will never get out of the very thought that the incidents could happen again in future. At the end, all we need is a safe and secure surrounding to live and ensure our families and friends are not at risk. Cameras, locks and other safety measures are no doubt good but they cannot prevent such crimes in my view. The local authorities needs to do a lot more than just request individual families to not keep valuables at home.
    You have started this campaign and I’m sure this will progress until a solution is found. Well done for doing so much for the community.

      Personally, after looking at the statistics, I do not think that the issue is limited to LS17. The problem is widespread in many areas of the UK. The campaign has been started from LS17 and needs to scale in other areas and other community groups.

    We all hope that police and the politicians come out of their shell and accept the reality. The government needs to protect our civil and human rights to live without fear of being targeted.

      The mainstream media e.g. BBC has aired a programme called Panorama – Police under pressure. The link to this programme can be found in the article and it is worth watching. Whilst the authorities did not clearly accept the fact, the media has published it. I agree, more needs to be done by everyone, including media.

      I am not sure about, hate crime as I am not an authority on this subject and also I am not aware of any targeted attack other than gold, but can be raised as a question to the panelists in our next meeting.

    Other than an excellent initiative, well organised community meeting and appealing media coverage, this matter is very important for awareness of a number of community friends who face same issues but are either ignorant or have not been able to come forward.

    Unlike stupid and recycled jokes or photo/video gimmicks , these are the type of material that should circulate via social media like WhatsApp / Facebook . I will happily send the link to this article to my friends and contacts.

    I would like to thank Bhavin and his team for organising a great awareness campaign and also inviting the panelists who represent and support the community.
    Even though jewelry thefts, specifically targeting Asians, is a known issue across the main stream media, it was an eye opener for us when panelists where not really aware of the scale of the problem. It might be due to clubbing of all burglaries under one roof or the victims didn’t raise it collectively! So this campaign brought the
    Issue to the kind attention of the concerned authorities .
    Collective actions to create further awareness among the community should be the best approach going forward. As agreed by the panelists, we should continue to meet every quarter to discuss the current status and actions taken to address the issue. Within the last 2 weeks there were further known burglaries targeting Asians/Indian origin community and it continues to happen.
    We should ensure the burglarers are caught and the community be able to live peacefully without fear.

    This is a situation which is really hard and difficult to accept that it is happening in the UK. Targeted attacks have become a regular occurrence not only in Yorkshire but in many other places in UK . It’s shocking to see that West Yorkshire leads the table as the most crime prone area
    The Asian community is doing a commendable job of working in unity and bringing this pitiable events to the attention of the authorities
    It is atleast heartening to see that the authorities are giving it a serious look into this and we all hope it will be sorted soon and the culprits will be caught as it definitely a well connected network doing these atrocities
    I strongly support Bhavin and the community team in fighting this menace

    Sad to see the Indians being targeted and intimidated for their ‘Gold’/Valuables. Its time for the police to act and implement changes in policing. Feeling unsafe in thrir own homes is a tragedy and travesty of justice to the tax payer.

    Thanks Bhavin for this initiative. I really hope more people join this campaign. This issue needs to be addressed and actions must be taken by police and authorities.
    Every other day this is happening and don’t feel we live in safe environments.
    Please remember this is for our safety and we will have to work on this.

      Everyone is hopeful that more people will join next time. We can only run an awareness programme but unfortunately cannot drag people to the event, even when we know it is for everyone’s benefit.     Sad to see the Indians being targeted and intimidated for their ‘Gold’/Valuables. Its time for the police to act and implement changes in policing. Feeling unsafe in their own homes is a tragedy and travesty of justice to the tax payer.

    Most of the streets in the UK are affected by burglary and though this crime affects people mentally and physically, it is quite accepted and neglected by the police.
    Hope this campaign brings everyone together to raise awareness about this crime and pressurise the police to do their jobs better.

      If we plan the campaign well then it can be scaled to other areas of the UK. You are absolutely correct, most of the counties seems affected because of burglaries. Not doing anything is no longer acceptable and this is what was raised in the meeting. We are hoping for some new measures to be taken by the authorities that should prove effective this time.     Bhavin, thanks for initiating this campaign. I couldn’t attend the meeting, but I will in future. We need to come out in Big numbers to make our presence felt. It seems Police have no local intelligence about burlgars. Even if they have, it’s least priority for them. Burglars have no fear. Council Tax prices are increasing every year. Part of it goes to the Police. Going down the drain.

    Thanks Bhavin for the initiative and all the effort and time you are spending on this. It is really sad to see that the Asian families are targeted for the burglaries. I am sure all these efforts that are being made will help get the message loud and clear to the authorities for categoric actions.

    It is a real cause of concern to all and sundry living in the north of Leeds . Yes as because of our group we are much more aware of the crimes being committed. I salute you and the teams’ initiative to highlight this to the authorities .

    This is very much conserning.
    This all must stop.
    Burglary in ANY house we don’t want it, when specially it’s targeted to one perticular community or group is beyond Limits.
    Police must catch them and judiciary must punish them heavily with immediate effect.
    100% supporting campaign.

      It is concerning and seems like a systematic crime targeting certain individuals / community.

      Yes, even when a certain community is facing this issue we would want the issue to be resolved for all. The issue was raised by and was limited to the asian community but that was due to resource limitation for planning and organising the event. The resolution we are seeking is for all and not just.for the community.

    Burglary is serious crime which should not happen in this day and age of advanced technology.
    Burglary shakes your confidence and effects your lifestyle for years.
    With the data available hopefully we will see more police action in prevention, stopping as well as confiscation

    This should stop. West Yorkshire Police should do something about it and they should be punished.

    How does the local community want to increase our involvement with community policing and neighbourhood watch? How do we ensure that there is awareness about crime prevention in this area? These are the questions that came to my mind reading this wonderful article by the authors.

      1) we need to get more involved with the local PCSOs, see link below their role:

      2) we also need to attend monthly advice clinics that the councillors arrange/attend
      3) we need to ensure that everyone attends important community meetings like the one we had on 18th May that spreads awareness.

        Thank you Bhavinbhai for initiating this campaign and it’s a obvious 1st step mentioned above to be taken by community. Are the criminals not caught due to a lack of funding or resources only as said somewhere above? I believe lack of strong punishment encourages criminal…..

    I think our actions to try and prevent these burglaries is very timely. Having attended the meeting, I was slightly surprised that the authorities’s focus seemed to be on proving that problems don’t exist- the frequent use of statistics seemed to be their defence. However the fact that more than 100 people attended; and the police and local government attended clearly emphasises the presence of the burglary menace and that police actually recognise it indirectly. Its likely that the disparity between what we see and what the statistics show is due to the way the data is collected.

    The encouraging aspect of the meeting was the interest shown by the Councillor, MP and police to engage with us both now and on a regular basis. I think we should persist and show unity in highlighting the problem till such a time that action is taken to reduce the burglaries.

    An oft repeated argument was the reduction of government funding and resources which I find a fairly lame excuse to allow what we have seen- a phenomenal increase of burglaries particularly on Asian Households for precious metals and cash. Agreeably this has happened beyond Leeds as you can see from the recent example of a Dentist in Manchester burgled at knife point (with a threat to harm their young twin children!).

    Hopefully we at Leeds and surrounding areas form the force majeure to eventually bring the changes not only in Yorkshire but also across the entire nation. Thanks once again for starting this wonderful initiative. We will continue to support and contribute in the best possible manner. I hope more and more of our friends and family will join us in this wonderful initiative.

      It is apt summary of our journey so far. The campaign can be and should be scaled to other areas of the UK, as Leeds is not the only region affected due to violent crimes.

      It is a start and we can only hope that more and more people will join the movement. The change we want to bring is not limited to a locality or community but for everyone.

      We are quite hopeful as right people have been involved. I have personally observed more police patrolling in the Alwoodley area but a lot more needs to be done and austerity cannot be made as an excuse.

    Thanks Bhavin and team for the great initiative. This is indeed of utmost importance in the current situation. Authorities are giving excuses about reduction in the funding , although in reality there has been an increase in the council taxes and that money has been used to provide the social care rather than investing in security services.
    We all should stand united for this cause and pursue this further. We are happy to support this in whichever way we can.
